You will now be clean of all mods and you will be able to subscribe to whichever new mods you wish. Go to your parent folder for Cities: Skylines (wherever it is installed in your system) and manually delete all loose files (not folders) found there with the exception of the cities.exe file itself. Many mods write configuration files to your parent folder for cities: Skylines and need to be removed. Then unsubscribe your mods via your Workshop in Steam. It won't have anything to do with custom content you add to the game from the Workshop, so it's pointless to do so.
